Anti-ligature vs reduced-ligature — what to specify?

Anti-ligature (highest risk mitigation):

Anti-ligature curtains and tracking systems are designed to release or prevent attachment under load in at-risk areas. They are ideal for mental-health wards, observation rooms and custodial interfaces and are a popular solution for prisons and correctional centres. Systems include tear-release curtains and spring-loaded roller blinds.

Reduced-ligature (moderate mitigation):
